Following petitions contesting significant local deforestation, the Telangana High Court has stopped excavation on 400 acres of land close to Hyderabad Central University (HCU) in Kancha Gachibowli village. Acting Chief Justice Sujoy Paul and Justice Renuka Yara deferred the Public Interest Litigations’ (PILs’) hearing to Thursday and directed a temporary stop to all land-clearing activities.
The PILs were submitted against the implementation of Government Order (GO) 54, issued on June 26, 2024, which helps Telangana Industrial Infrastructure Corporation Limited (TGIIC) to allocate the land. Retired scientist Kalapala Babu Rao and founding trustee Uday Krishna Peddireddy of Environmental non-profit Vata Foundation ENPO advocated that the ground ought to be identified as a protected natural area.
Representing the petitioners, senior counsels S. Niranjan Reddy and L. Ravichandra argued that the area is part of a reserved forest with varied flora and fauna including threatened species. They referenced Supreme Court decisions, contending that rather than government records, forest land should be defined by its environmental features. The petitioners pointed out that the area boasts two lakes, unusual rock formations like “Mushroom Rock,” and animals like spotted deer, wild boars, star tortoises, and Indian rock pythons.
The petitioners also claimed that the government had ignored environmental rules by not creating an expert group prior to sanctioning deforestation with 30–40 JCB excavators. They cautioned that extensive damage of the biodiversity of the area would cause an environmental catastrophe in the financial area of Hyderabad. They insisted on having the ground named a national park and under legal protection.
Speaking for the state, Advocate General A. Sudarshan Reddy said the area has been set aside for industrial use and is not categorized as forest land. He referenced historical records, saying that IMG Bharatha had already been given the Nizam era land, known as “Kancha land,” for development uses in 2003. He also pointed out the presence of high-rise buildings in nearby locations, therefore negating the petitioners’ assertion that the area is a conserved forest.
Time limits forced the High Court to postpone the dispute till Thursday at 2:15 PM, keeping its instruction to stop all excavation activity pending more hearings.
Protests at the university have gotten more intense as students fiercely disagree with the land development policies of the Telangana government Under the direction of the University of Hyderabad Students’ Union (UoHSU), protestors have set-off mass demonstrations, sit-ins, and class boycotts citing environmental issues and possible threats to the university’s credibility.
